General Session - The Iowa Insurance Division – Health Insurance Overview
One goal is to help attendees better understand the work of the Iowa Insurance Division and how to use the Division for support.
SESSION OBJECTIVES:
- An overview of the health insurance markets showing which market Iowans obtain their health insurance (Individual, small group & large group)
- Information about the ongoing issues with consumers who are dually enrolled in Medicaid and an ACA plan. I will discuss why this has happened, what CMS & states are doing and what consumers (and providers) can do.
- Discussion of the Prior Authorization legislative changes from the past 2 years. I will discuss what internal changes were made implement the law, including describing the process to develop the annual reports & inform utilization review organizations of the changes as well as provide an update on the first reports that are due 08.31.26.
- How providers can file complaints with the Division & the importance of having consumer consent.

Andria Seip, J.D., M.S. | Senior Health Policy Specialist

Andria Seip has been the Senior Health Policy Specialist for the Iowa Insurance Division since September of 2022. She was previously the Assistant Commissioner of the Product and Producer Regulation Bureau for 5 and a half years. As the Senior Health Policy Specialist, Andria ensures the IID is compliant with the ACA, MHPAEA and all other federal and state laws relating to healthcare. Andria has worked with the Iowa Insurance Division since February 2016 and for the State of Iowa since 2010. While working for the State of Iowa, she has been involved in several healthcare reform projects. Andria assisted the IID in its Stopgap 1332 waiver application and was the ACA program manager at Iowa Medicaid in charge of the implementation of the Medicaid Expansion, known as the Iowa Health and Wellness Plan. Andria has her undergraduate degree from Iowa State University, a Masters degree in Human Service Administration from Spertus Institute in Chicago, IL, and a Law degree from Hamline University in St. Paul, MN.
